Parking in Watford: the car park that halves your day rate

Watford has eighteen public car parks and nineteen controlled parking zones, run by four different operators charging four different tariffs. The council publishes the numbers one car park at a time, buried in a directory, and never puts them side by side. Put side by side, they are not close.

A full day in the Gade multi-storey costs £10. The same day in Church, five minutes’ walk away, costs £15. Both are run by CitiPark. Neither page mentions the other.

The town centre multi-storeys

The three CitiPark sites are the ones on the council’s own books, and their records give the tariffs in full: Gade, Church and Sutton. Church is £1 an hour to six hours, then jumps to £10 at seven and £15 beyond that. Gade is £1 an hour to five hours, then £6 all the way to twelve. If you are parking for a working day, that gap is the single most useful fact on this page.

Sutton’s record contradicts itself. It gives “1 to 5 hours, £1.00 per hour”, then “7 hours, £10.00”, then “6 hours and over, £6.00”. Six hours and seven hours cannot both be right. Treat the £10 as the number you may be charged and check the tariff board at the entrance.

Gade and Church both have a 1.98m height restriction, so a roof box or a high-top van will not get in. Church has 27 disabled bays, 12 of them in Shopmobility. Gade has 40, the most in the town. CitiPark season tickets are £100 a month or £300 a quarter at Gade and Church, £120 and £360 at Sutton.

The shopping centre’s four car parks charge something different again

The council’s directory still lists the operator of Kings, Palace, Queens and Palace Charter as Intu, and quotes £2.00 for two hours, £3.10 for three and a £2.00 night rate. The centre has since been renamed and the tariffs have moved. The operator’s own Plan My Visit page gives the live rates:

• Up to 3 hours, £2.90
• 3 to 4 hours, £4.20
• 4 to 5 hours, £5.20
• 5 to 6 hours, £6.20
• 6 to 7 hours, £10.60
• 7 to 24 hours, £15.10
• Evening rate, 5pm to 3am, £1.00, on entry after 5pm only

The £1 evening rate is the cheapest night parking in the town centre by some distance.

There is a second trap the council’s records miss entirely. Only Charter is open 24 hours. Palace, Queens and Kings run 7am to 9pm, and 9am to 6pm on Sundays. The council’s records for all four say “Maximum Stay: N/A” and give no opening hours at all. The centre also puts the height limit at 1.93m for all four, where the council’s record for Palace and Palace Charter says 1.98m.

Blue Badge holders get no free parking in the four centre car parks. There are 59 priority spaces, and standard charges apply. Contactless tap-in and tap-out works at the barriers, and American Express is not accepted.

The council’s own car parks

Two other council car parks charge nothing. Bushey Arches, Pinner Road WD19 4FB, has 31 spaces, is open 24 hours and lists no tariff, though local residents can buy a space for £31 a year. Woodside, Horseshoe Lane WD25 7HH, has 245 spaces, 16 of them disabled, and lists no charge either. The Central Leisure Centre car park at Peace Prospect has 60 spaces on a free ticket with a three-hour maximum.

The Town Hall car park is 10p dearer than The Avenue at every single band, and both sit on the same side of town off Hempstead Road. The Town Hall also has no weekday all-day option after 5pm: the council’s record says “no flat rate, instead option to purchase as above after 5pm”. At weekends it does sell an all-day ticket, £6.70 for 7am to midnight.

Free parking, and where it stops being free

• Cassiobury Park: two hours free. Then it is £3.10 for three hours. There is no charge in between, so a two-hour-and-five-minute stay costs the full £3.10.
• Oxhey Activity Park: one hour free, then £2.30 for two.
• Town Hall short stay: 30 minutes free between 8am and 5pm. The catch is on the council’s own record, in bold: you must still obtain and display a ticket, or start a RingGo session, even for the free half hour. After 5pm it is a £2.70 flat rate.
• Motorcycles park free at The Avenue, Town Hall, Longspring, Harebreaks, Gade, Church, Sutton, Palace and Palace Charter, but a ticket still has to be displayed at The Avenue.

On the street: nineteen zones, and only one takes bank holidays off

If you live in a controlled parking zone you need a resident permit. Watford has nineteen of them, lettered A to Y, and their hours vary more than anywhere the council explains in one place.

Two of those rows matter more than the rest.

Zone V is the only zone in Watford that switches off. It covers the Cassiobury streets, including Cassiobury Drive, Parkside Drive, Richmond Drive, Langley Way and The Gardens. It does not operate in July or August, and it does not operate on bank holidays. It came back into force on 1 September, so as of this week those streets are enforced again between 10.30am and 2.30pm on weekdays.

Everywhere else, bank holidays are normal working days. The council’s bank holiday parking page says restrictions apply as usual on bank holidays, except zone V or where signs say otherwise. The only two days with no restrictions at all are Christmas Day and Easter Sunday.

Zone NA is the commuter zone, covering Leavesden Road, Judge Street, Regent Street and the streets off St Albans Road north of the centre. Its 8am to 10am and 5pm to 10pm windows are aimed squarely at station parking, and it is the only zone in the borough with a split-shift pattern.

Match days extend the zones

Zones F, L, MN, S and T pick up extra hours on Watford FC first team match days: weekday evenings 6pm to 10pm, and Sundays 1pm to 6.30pm. Shared use bays outside Vicarage Road are suspended from six hours before kick-off, and the road closes between the Fearnley Street and Harwoods Road junctions. Permits and visitor vouchers

Two permits per household, one per person, and the vehicle must be no longer than 5.25m and no taller than 2.3m. Permits are digital now. A refund on a cancelled permit carries a £10 administration charge, and a permit with three months or less left is not refundable at all.

Visitor vouchers are bought through RingGo, and the annual allocation is set per zone, not per household type. In zone A it is 980 hours, including 20 day vouchers and two week permits. In zone V and zone D it is 690 hours. In zone NA it is 395 hours with just one week permit. In zone X it is 120 hours. Senior citizen accounts get double the allocation and a 50% discount on the voucher price. RingGo charges 10p for each reminder or payment notification you opt into.

Blue badge, and the £15 pass most people miss

A Blue Badge lets you use the marked disabled bays, and a resident permit is free to badge holders. The council also sells something separate and much less well known.

The disabled parking pass costs £15 a year and gives free parking in the three CitiPark multi-storeys, Gade, Sutton and Church. To qualify you must be a registered disabled driver, hold a valid Blue Badge, live or work in Watford and receive certain benefits. It does not cover the shopping centre car parks, where badge holders pay in full.

The council lists on-street disabled bays including outside the Post Office on Haines Way, outside Tudor Surgery on Bushey Mill Lane, alongside the Leisure Centre on Peace Prospect, alongside Gade car park on Bentine Lane, at Wells Yard on Wellstones, behind Church car park on Church Street, and at the junctions of St Albans Road with Judge Street and with Regent Street. Blue Badges are applied for through Hertfordshire County Council, not the borough.

Watford Junction

The station car park is not the council’s. It is run by Saba for West Midlands Trains, at Station Road WD17 1EU, with 751 spaces including 19 Blue Badge bays. It is non-barriered, ANPR-monitored and open 24 hours, with a 2.1m height limit.

Three things to know. Payment is due by 4am, not on arrival, so a late-night arrival can pay the next morning. Dropping off is free for 20 minutes. And Blue Badge holders park free but must register first for a permit through the train operator’s portal. Source: Saba.

Against the £11.50 weekday rate, the twelve-month ticket at £1,290 breaks even at about 112 days, or roughly five months of a five-day commute.

What this page does not cover

The council publishes time limits and signage for on-street pay and display bays inside the CPZs, but no on-street tariff table. Its pay and display page tells you to buy a ticket “during the hours shown on signs” without saying what a ticket costs. We have not found a published on-street rate and are not going to guess one.
