Band D in Watford is £2,446.70 this year, up £103.32 even though the borough froze its own share. Full A to H charges and how to challenge a band.
Watford is easier than most Hertfordshire districts on this. There are no parish or town councils anywhere in the borough, so one set of charges covers every address, from Cassiobury to Garston. A band D household pays £2,446.70 in 2026/27.
Getting to that number from the council’s website is the hard part. Watford Borough Council does not publish a band A to H table anywhere. Its “Council Tax banding and charges” link goes to a page that tells you to look your band up on GOV.UK, and its “how your council tax is spent” download is Hertfordshire County Council’s leaflet for 2023/24. The current figures exist in one place: the report that legally set them, put to the Council Functions Committee on 26 February 2026.

The borough froze its share, and the bill went up anyway
Watford Borough Council’s own element is £308.51 at band D, unchanged from 2025/26. The freeze was agreed at Full Council on 27 January 2026, and the council announced it on 28 January as about £5.93 a week for borough services.
The bill still rose £103.32, or 4.41%, because the borough only collects 13p of every pound. The other three parts all moved:
- Hertfordshire County Council: up 4.99%, made up of 2.99% for general expenditure and 2.00% for the adult social care precept. At band D that is £1,858.19 including the social care element, against £1,769.87 last year.
- The Police and Crime Commissioner for Hertfordshire: up a flat £15 at band D, from £265.00 to £280.00.
- Watford Borough Council: no change.

The 2025/26 column comes from the equivalent report of 26 February 2025. The percentage rise is the same 4.41% in every band, because the bands are fixed multiples of band D in law.
Find your band, and challenge it if it is wrong
Bands are set by the Valuation Office Agency, not the council, and they are still based on what a property was worth on 1 April 1991. Watford’s own page on the subject does one thing, and sends you to GOV.UK’s band search, which takes a postcode.
If you think yours is wrong, the VOA has a formal challenge process. It is free, and you can do it yourself. The two arguments that usually work are that a comparable neighbouring property in the same style is in a lower band, or that something material has changed, such as part of the property being demolished or the area being rebanded. Keep paying while a challenge is open: a successful one is backdated.

On the single person discount, the council’s line is worth reading before you claim: you must tell it within 21 days of anything that could affect your entitlement, and claiming falsely is a criminal offence. Other adults in the house can sometimes be disregarded, so a household of two is not automatically ineligible.
The empty property premiums are the sharpest numbers on this page. A band D house left empty for a decade carries a 300% premium, so a £2,446.70 charge becomes £9,786.80.
Council Tax Reduction is a banded scheme for working-age applicants. Support runs from 25% to 100% of the liability depending on which income band you fall into, and because it is banded, small changes in income do not move your award month to month. The capital limit is £8,000 for working age and £16,000 for pensioners, and claims can be backdated up to 12 months. Pension-age awards follow national rules rather than the council’s own scheme.
The council also runs separate schemes for students, second adult rebate, and a reduction where a property has been adapted for someone with a disability. It publishes no figures for those on the pages we could read, so we are not quoting any.

What the council’s own website gets wrong
Three things to know before trusting a page on watford.gov.uk for a figure:
- The “Council tax cost information” download is a 5.5MB leaflet headed “Council Tax for 2023/24”. Its band table shows a band D total of £2,134.48, which is £312.22 below the real charge. There is no 2026/27 leaflet in that folder.
- The “How your council tax is spent” link on the main council tax page opens Hertfordshire County Council’s budget leaflet, also for 2023/24.
- The “Council Tax banding and charges” page carries no charges. It contains one sentence pointing at GOV.UK.
